Pakistan has long struggled to implement reforms and to adapt to an increasingly globalized world. Today, the country’s mixed track record in terms of putting in place the right reforms presents one of the leading challenges to stability. Khurram Husain, the Wilson Center’s Pakistan Scholar, draws on his research in the IMF archives to trace the political economy that has hampered Pakistan’s reform prospects from the very beginning.
